On April 22, 1977: The Winnipeg Free Press reported that five patients died in a fire at a school for people with mental disabilities in Portage la Prairie; the health minister ordered a full investigation into the fire. Federal industry minister Jean Chrétien told attendees at a fundraising dinner in Winnipeg that federalism would win out over the Quebec crisis.
