An organizer of the Filipino festival in Vancouver that was devastated by a “meaningless tragedy” says there are many who will need help to recover after a vehicle tore through their celebration, killing 11 people.

RJ Aquino told hundreds of mourners at a vigil Sunday night that people are confused, devastated and numb.

Police have charged a 30-year-old Vancouver man with eight counts of second-degree murder and say more charges are expected once all the victims have been identified. The Canadian Press reports.

On the bright side

It’s National Volunteer Week, and one of the ways Volunteer Manitoba is marking the occasion is with its annual awards. The organization will honour 20 individuals and groups at Club Regent Event Centre on Thursday evening.

“At Volunteer Manitoba, we understand how important recognition is,” executive director Ashley Seymour says. “There are so many people who give their time, their energy (and) their talents to supporting their communities, the organizations and non-profits that drive change and have such an impact in Manitoba.” Aaron Epp has more here.

On April 28, 1921: The Manitoba Free Press reported at the meeting of the railway commission, H. J. Symington, K.C., counsel for the Manitoba and Saskatchewan governments, requested emergency relief to prevent grain production from falling to catastrophically low levels; farmers’ organizations in the west were advising members to produce only what they could harvest themselves and to reduce production to the lowest level possible.
