Free Press Head Start for April 4

Good morning.

Convicted killer Tam Le has upgraded his education, put in 1,800 hours toward a carpentry apprenticeship and taken advantage of every rehabilitative program prison has to offer during his more than 15 years behind bars, a jury has been told. But on Wednesday, a prosecutor urged jurors not to be swayed by Le’s efforts, arguing they are part of a calculated plan to gain early release from prison, and not evidence he is a “changed man.” Dean Pritchard has the story.

April showers don’t just bring May flowers — they also bring slush and grit, resulting in illegibly dirty licence plates and possibly, a costly fine. Winnipeg police and RCMP are warning Manitobans to give plates a dust-off before hitting the road or risk a ticket. Malak Abas reports.

Today’s must-read

The NDP government was forced to defend its crime and public-safety strategy Wednesday, after critics pointed to funding cuts for some Manitoba Justice services in this year’s budget.

Some new measures unveiled Tuesday in the province’s 2024-25 fiscal plan were met with mixed reviews, while Premier Wab Kinew promised to improve safety in all communities.

“Our overall approach is we’re going to be tough on crime, but we’re also going to be tough on the causes of crime,” Kinew said at an unrelated news conference. Chris Kitching has the story.

On the bright side

When Morocco ‘s King Mohamed VI visited Havana in 2017, Cuban-American gallery owner Alberto Magnan impressed him with a “full immersion” in the Caribbean island’s art and culture, drawing a line between the cultural and historical themes tackled by Cuban artists and those from across Africa.

Seven years after that encounter, one of the first exhibitions of Cuban art at an African museum is showing at Morocco’s Mohammed VI Museum of Modern and Contemporary Art. The Associated Press has the story.
