On April 9, 1948: The Winnipeg Free Press reported that the wartime prices and trade board would shortly authorize increases in the prices of shortening and soap to compensate for the increase in freight rates; it had already approved a raise in the prices of sugar and butter for similar reasons. In Winnipeg, the mayor said civic authorities would resist to the fullest extent any measure that threatened the security of the municipally owned electric system. In Berlin, there continued to be points of friction between Russia and the western powers and joint four-power rule of Germany looked likely to collapse.
