More arrests in slaying: The RCMP are holding a news conference at noon about two more people being charged in the killing of Gerhard Reimer-Wiebe. Russia’s virus vaccine: Russia has become the first country to clear a COVID-19 vaccine for use, and President Vladimir Putin said one of his daughters has been inoculated. Scientists have expressed skepticism about the vaccine being used before Phase 3 trials. The Associated Press reports. READ MORE

New cases in New Zealand: New Zealand announced there are four cases of the coronavirus in one Auckland household, the first reported cases of local transmission in the country in 102 days. It’s not known how the four people contracted the virus. The Associated Press reports. READ MORE

On Aug. 11, 1977: The Winnipeg Free Press reported that the owners of 6,200 acres of land in suburban Winnipeg stood to reap a $200-million profit on their investment if the city did not soon impose a speculation tax, according to a provincial inquiry into land costs. The solicitor general’s department said it had no jurisdiction over the RCMP in the case of an incident in Manitoba in which Mounties fired on a van driven by three emotionally disturbed youths, because in this case the RCMP were acting in their role as provincial police. In New York City, police arrested David Berkowitz, whom they said was notorious killer Son of Sam, who had terrorized the city for more than a year.
