Decision day: City council will vote on the proposed 2018 budget in a special meeting that begins at 9:30 a.m. On Friday, a controversial proposal to reduce service on transit routes with low ridership was cancelled after Mayor Brian Bowman and councillors on the executive policy committee opted to increase on-street parking rates instead.

Special event: Alabama voters will choose a new U.S. senator today. In a special election that mirrors that of Donald Trump’s presidential campaign, polarizing Republican candidate Roy Moore has faced accusations of past sexual misconduct. Matter of principle: An awareness walk about Jordan’s Principle is scheduled to begin at Children’s Hospital at 5:30 p.m. and end at the legislature at 6 p.m., when speeches are slated to begin. Jordan’s Principle was established to eliminate jurisdictional disputes after the death of five-year-old Jordan River Anderson of Norway House Cree Nation.

On Dec. 12, 1940: The Winnipeg Free Press reported that British mechanized troops, airplanes and warships had taken Solum in Egypt and were driving Italian armies from Egypt into Libya. In England, Birmingham was attacked by bombers. In Winnipeg, a cold front brought some of the coldest weather of the winter, with temperatures hitting -28 F; also, traffic speed limits in the city would stay the same at 30 miles per hour.
