On Feb. 13, 1992: The Winnipeg Free Press reported that in Winnipeg a judge said a woman who was arrested in her nightgown and handcuffed to a table in a police station after accusing her boyfriend of abuse was the victim of vindictive police officers. The federal government added import duties and provincial governments would be able to impose tax on alcohol products purchased abroad, measures intended to combat the rise of cross-border shopping.
