On Feb. 15, 2012: The Winnipeg Free Press reported that due to a Public Utilities Board ruling, Manitoba Hydro would not be allowed to raise electricity rates by 2.9 per cent, meaning its net income would only be half of a projected $130 million. Manitoba saw its biggest population increase in 65 years, due in part to 16,000 immigrants settling in the province and a booming Indigenous population.
