Your forecast: TGIF, right? Keep that in mind today – Thank God It’s Friday – particularly if you get caught in the rain Environment Canada says is headed our way this morning. As much as 15 millimetres could fall today, while the daytime high temperature is expected to reach 9 C. Showers should end by the evening, and there’s an overnight low of just 1 C expected. But there’s plenty of sunshine in the forecast for Saturday and Sunday, with highs of 10 C and 5 C, respectively.

Long legal history: He’s presumed innocent on the latest charges against him and he’ll get his day in court, but there’s no denying the man facing 19 charges in connection to the death of a 20-year-old university student earlier this month has shown a complete lack of respect for the law in the past. Taylor Renwick was heading home in rural Manitoba for the Thanksgiving weekend when her vehicle was struck head-on by another vehicle allegedly driven by Manuel Britney Cowley. The 27-year-old man has a previous conviction of sexual abuse of a child and has breached probation. READ MORE

That’s smart business: Manitoba Hydro wants to help independent, small businesses save money on their lighting and water bills. The Crown corporation has launched a new Power Smart program to provide the businesses with free LED light bulbs and water saving devices such as faucet aerators and low-flow, pre-rinse valves if they operate a business that has a kitchen. The program is aimed at businesses that are no larger than 10,000 square feet and have fewer than six locations in the province. Hydro officials estimate the 5,000 businesses expected to participate will save a total of nearly $5 million within 15 years. READ MORE

Deaths of soldiers remembered: Gov. Gen. David Johnston, Prime Minster Stephen Harper and Harper’s designated successor, Justin Trudeau, joined soldiers, veterans, dignitaries and hundreds of citizens at the National War Memorial to mark the first anniversary of the deadly Parliament Hill attack that killed Cpl. Nathan Cirillo. On Oct. 22, 2014, Cirillo, 24, was shot in the back as he stood ceremonial guard at the war memorial. The lone gunman, Michael Zehaf Bibeau, then stormed through the front doors of Parliament Hill’s centre block before being shot and killed. The incident came 48 hours after Warrant Officer Vincent, 53, was killed in an unrelated hit-and-run by an Islamic extremist who was later killed by police. READ MORE

A press release promises Rebagliati will bring his gold medal and his 24-karat gold bong worth $24,420. He’s here to launch in Winnipeg stores his line of smoking products, and he’s open about this week’s election of Justin Trudeau, who has said he wants to legalize marijuana in Canada. “With Trudeau’s win and his stance on marijuana, I know Ross’ Gold is in a great position for success,” said Rebagliati, referring to his line of accessories such as water pipes, hand pipes and a portable vaporizer.

Spooktacular: Beginning today and running until Oct. 31, Assiniboine Park Zoo has a full agenda of creative Halloween activities, including a diver carving a pumpkin underwater, cockroach pumpkin feeding, and the zoo’s polar bear mascot appearing in costume. Countryfest lineup: Organizers of Dauphin’s Countryfest are wasting no time in revealing some of the acts that will be playing the 2016 event. British Columbia native and seven-time Canadian Country Music Association award winner Dean Brody will headline their Canada Day lineup, alongside other Canadian artists such as Dallas Smith, High Valley and Autumn Hill. Chris Janson and Thomas Rhett were also announced as 2016 performers. The 27th annual Countryfest kicks off June 30, 2016, and runs until July 3. Tickets go on sale Monday Nov. 2 at 9 a.m. and can be purchased at www.countryfest.ca, by calling 1-800-361-7300 or in person at the Dauphin’s Countryfest office (28-2nd Avenue NE in Dauphin). Moose not exactly rolling: The Manitoba Moose are having a tough time adapting to their new surroundings. They have yet to win a game this American Hockey League season and have a 0-3-1-1 record, good enough for last place in the Western Conference’s Central Division. They lost 3-1 to the Lake Erie Monsters on Thursday night, and have scored only seven goals in five games. The Jets’ farm club gets another chance to hit the victory column against the Lake Erie Monsters on Saturday night at the MTS Centre. READ MORE

Great Scott: Owner/chef Scott Bagshaw has quickly turned Corydon Avenue restaurant Enoteca into one of the country’s top eateries. En Route magazine has named it one of Canada’s 10 best new restaurants. It ranked No. 9 on the annual En Route list, which hasn’t included a Winnipeg establishment since the former Oui Bistro — now Peasant Cookery — received an honourable mention in 2007. Enoteca, which opened in August 2014, is the second Winnipeg restaurant operated by Bagshaw, who also runs Deseo on Osborne Street and is soon opening a third establishment, Maque, on Stafford Street. Union Buildings: Students in South Africa are protesting in massive numbers against the rising cost of post-secondary education. Tensions are high and as thousands march in Johannesburg and elsewhere, police have responded in Cape Town by launching stun grenades at the crowds. The protests began last week at the University of the Witwatersrand in Johannesburg and have spread to 10 other universities.

On Oct. 23, 1986: The Winnipeg Free Press reported that in the Winnipeg municipal election, voters returned Mayor Bill Norrie to office but by a smaller margin and that other incumbents fared worse, with three city councillors going down to defeat. In British Columbia the Social Credit Party under Premier Bill Vander Zalm won a majority in the provincial election. Manitoba Attorney General Roland Penner left a provincial judge stranded in Thompson when Penner’s entourage took off in the only plane equipped to fly in freezing rain. The Mathias Colomb band began construction of the $1.9-million Mississippi Community Mall, which was expected to generate between $7 million and $8 million annually for the community ‘s economy. U.S. President Ronald Reagan signed into law the most sweeping tax reforms since the Second World War. Psychic Yogi A. S. Narayana predicted that the price of gold would jump to over $800 in 1987, as well as that Russian leader Mikhail Gorbachev would be assassinated. Winnipeg moviegoers could enjoy in theatres such films as The Name of the Rose, Soul Man, Blue Velvet, Trick or Treat, Crocodile Dundee, The Colour of Money, and Peggy Sue Got Married.
