On Jan. 28, 1971: The Winnipeg Free Press reported that Uganda’s new military strongman released 25 political prisoners, including a former prime minister, five cabinet ministers and an army chief. In Ontario, 20,000 people were snowbound after a massive blizzard hit; the storm later hit Quebec. In Winnipeg, a coroner’s jury exonerated two police officers in the death of a man resulting from a shootout in a bank the officers had staked out, deeming it a “justifiable homicide.”
