On March 14, 1994: The Winnipeg Free Press reported that Manitoba’s Human Rights Commission had seen complaints of on-the-job sexual harassment shoot up fourfold since 1988, with 40 complaints in 1993. Rural cab drivers in Manitoba were taking in thousands of dollars through a provincial program that paid them to drive welfare recipients from one community to another for medical appointments.
