On March 22, 1955: The Winnipeg Free Press reported that Manitoba would see the largest road construction program in the province’s history, calling for nearly $19 million in the 1955-56 fiscal year. Winnipeg’s finance committee tossed the responsibility for the coming year’s mill rate into the lap of the school board; if the school trustees reduced their estimates by $300,000, there would be no need for the city to raise taxes in order to balance the budget.
