On March 25, 1925: The Manitoba Free Press reported in Ottawa, the acting federal finance minister J.A. Hobb presented his second budget; applause was confined to the government benches. In Calgary, the commissioner for the Western Canada Coal Operators’ Association said the announced budget increase of duty on slack coal from 14 cents to 50 cents would help the situation in Winnipeg, as it would put slack coal nearly on par with mine run coal.
