New pandemic restrictions began today in the Winnipeg area. We are set for unseasonably warm weather through Thursday. And it’s the final day of campaigning before the U.S. election Tuesday, although a Trump rally in Michigan will go past midnight.

COVID-19 cases spike: The province’s chief public health officer, Dr. Brent Roussin, will speak to reporters about Manitoba’s latest case numbers this afternoon. After announcing a record 480 new cases Friday, the provincial government announced 349 on Saturday and 312 on Sunday. Code red commences: The Winnipeg metropolitan region shifted to red-critical on the pandemic response system at midnight. There is no dining-in at restaurants and bars; movie theatres, museums, libraries and VLT lounges are closed; sports programs are suspended, and grocery and retail stores will operate at reduced capacity. Campaign comes to an end: Today is the final full day of an unprecedented U.S. presidential campaign. President Donald Trump is holding five campaign rallies in four battleground states — North Carolina, Pennsylvania, Michigan (twice) and Wisconsin. On Nov. 2, 1973: The Winnipeg Free Press reported that in Washington, U.S. vice-president designate Gerald Ford said Congress should go ahead with its investigation into whether president Richard Nixon should be impeached, though he said he had doubts whether there were grounds for impeachment. At the United Nations in New York, there was a deadlock in the Security Council over whether Canadian troops should join the UN emergency force in the Middle East.
