Failure to launch: Two astronauts — one American and one Russian — are safe after a booster rocket propelling them to the International Space Station failed, forcing them to make an emergency landing in Kazakhstan. Talking taxes: Mayoral candidate Jenny Motkaluk will unveil an “innovative and reformative property tax plan” this morning. On Wednesday, Mayor Brian Bowman said that in 162 days of campaigning, Motkaluk has committed $1.2 billion in infrastructure spending without saying how she would pay for it. Aldo Santin reports. On Oct. 11, 1923: The Manitoba Free Press reported that Canadian railway companies said if they were forced to pay increased wages to maintenance of way men, then they would also have to increase freight rates. David Lloyd George, wartime premier of Great Britain, spoke in Toronto to espouse a strong British Empire so that the catastrophe of the Great War would not be repeated — a threat he felt was looming.
