Postal strike hits province: Winnipeg and Brandon are among the latest round of Canadian cities hit by a series of rotating postal worker strikes. “Mail and parcels will not be delivered or picked up in the impacted areas while the union continues their strike activity,” the Canadian Union of Postal Workers said in a statement. Merkel to stand aside: German Chancellor Angela Merkel is reportedly prepared to step down as leader of her party. Merkel, who has been Germany’s head of government since 2005 and leader of the Christian Democratic Union since 2000, would remain chancellor until the parliamentary term ends in late 2021, news agency dpa reports. Deadly disaster: A recovery effort is underway after an Indonesian flight crashed into the sea, with all 189 people on board presumed dead. Indonesian airlines were barred in 2007 from flying to Europe because of safety concerns, and the ban was completely lifted this June. The U.S. lifted a decade-long ban in 2016. READ MORE

On Oct. 29, 1964: The Winnipeg Free Press reported that a new design for the Canadian flag, a red maple leaf on a white background with two vertical red bars on either side, had been recommended to Parliament by the committee tasked with proposing a new flag; Conservative MPs objected that the approved design had not received unanimous support. In Winnipeg, voters expressed their approval of the status quo, with multiple incumbent Metro Winnipeg councillors being returned to office.
