On Sept. 12, 1980: The Winnipeg Free Press reported that a survey of banks and financial institutions showed that interest charges on credit cards were higher than ever (between 21 and 24 per cent) and the rates on loans and mortgages had dropped only slightly (to between 14.75 and 18 per cent) in the wake of the Bank of Canada reducing its interest rate.
