On Sept. 16, 1988: The Winnipeg Free Press reported prime minister Brian Mulroney was expected to announce a $1.3-billion national drought relief program for farmers within two weeks. He was also expected to call an election by Oct. 1. An inquiry heard an officer taunted a man who had fled police into the Assiniboine River, saying no one would save him; the man drowned. A woman filed a statement of claim saying a golf ball flew through an open window and struck her in the head while she was driving past the Charleswood Golf Club.
