On Sept. 19, 1991: The Winnipeg Free Press reported that the long-awaited Ted Hughes report on the investigation into the Winnipeg Police Service’s handling of the arrest of lawyer Harvey Pollock was released. The report found the police handling of the affair bordered on the outrageous and smacked of “payback”; police chief Herb Stephen was reportedly told to resign quietly or be forced out. Canadair was selected to run a privatized military flying school at Portage la Prairie.
