On Sept. 5, 1980: The Winnipeg Free Press reported that although a group of businessmen, the 60-member Old Market Square Association, signed an agreement two years previously to pay $60,000 to the city for reconstruction of the area’s streets and redevelopment of the area’s park, the city never collected the money. The provincial government agreed to split the cost of an additional $4 million in road construction in Winnipeg. The number of Manitobans who couldn’t pay their mortgages had more than doubled.
