Growth fees approved: After debate that dominated city council in recent weeks, a new fee on residential development was approved on Wednesday. The mayor and most councillors said it was important to have developers help pay for the extension of city services that new developments require. ‘We Ain’t Cowgirls!’: Multi-award-winning Francophone singer-songwriters Alexis Normand of Saskatoon and Ariane Mahrÿke Lemire of Edmonton are at the Centre culturel franco-manitobain in Winnipeg tonight for a double bill as they each release a new album. Dubbed the We Ain’t Cowgirls! tour, they encourage audiences to “Venture out of your homes, your corrals, your saloons, and hear two shows for the price of one — a two-step unlike any you’ve ever seen!”

Unique artistic project: In the mood for something different tonight? An artistic projection, titled The Creation of the Universe According to Genesis, Science and Art Multimedia, will be shown at the Manitoba Museum. The one-hour show consists of projecting three sets of six Monique Larouche’s acrylic paintings under the Planetarium dome, complemented by original music composed by Denis Gagnon. On Oct. 27, 1989: The Winnipeg Free Press reported that a cartoon in Quebec newspaper Le Devoir depicted Manitobans as Ku Klux Klansmen; the cartoon was reportedly a reaction to Manitobans’ opposition to the Meech Lake Accord. A federal virology lab to be built in Winnipeg was now slated to begin construction in the downtown area rather than in St. Boniface.
