The high today is -3 C, although a steady breeze from the south will make it feel colder. On Wednesday, expect another grey day, periods of snow and blowing snow and a temperature falling to -9 C by mid afternoon. The sun finally returns Thursday, but with it comes the start of the Christmas cold snap. Expect a high of -11 C Thursday dropping to -14 C on Christmas Eve, a Christmas Day temperature of -11 C, falling to -22 C at night, and a frigid Boxing Day, with a temperature of -19 C for the early-bird shoppers.

Apartment fire kills cat: A 16-year-old boy faces arson charges after a fire in a West End apartment block Monday morning that killed a pet cat. It’s alleged the boy confessed to setting a West End apartment block fire while firefighters were still on the scene in the 600 block of Toronto Street. The blaze in the basement of a four-storey apartment building forced dozens of residents out of their homes, sent one young woman to hospital for smoke-inhalation treatment and caused about $400,000 in damages. Trouble flowing like water: Senior civic officials withheld information from city councillors about serious structural and design problems at the Deacon water-treatment plant, and several councillors say they only learned about the problems after reading about them in the Free Press. In a lawsuit, the city says the plant had a series of “significant” and “catastrophic” failures — beginning in August 2012 and continuing for another 12 months — that stemmed from a leaking roof. Jailed teen home for holidays: A Winnipeg teen accused of a deadly stabbing on June 2 outside Kelvin High School and charged with second-degree murder is being allowed to go home for the holidays. The 17-year-old, who can’t be named under the Youth Criminal Justice Act, was released on bail last week in a decision that overturned a previous order to keep him in custody. There was no publication ban on the proceedings, although a court order does prohibit the name of the victim from being published. READ MORE

Game for good causes: The Buffalo Beauts of the National Women’s Hockey League play a charity game against a team of players from different junior and college leagues today at the Sturgeon Heights Community. The puck drops at 3:05 p.m. Proceeds from the game go to two great causes – 75 per cent goes to a fund for Braden Pettinger, who was injured in an MJHL game on Nov. 12 and was paralyzed from the neck down. The other 25 per cent goes to the Christmas Cheer Board .

Cheer Board still short: The Christmas Cheer Board expects to give away about 18,000 hampers by Christmas Day but is still about $30,000 short of what the organization needs to pay for the groceries and gifts in those hampers for those less fortunate. Each year, the organization needs about $950,000 to cover operating costs, and all of that money must come from private donations since the Cheer Board does not receive government funding. READ MORE
Rink-cleaning case: A man has been charged with impaired driving, refusing to provide a breath sample and resisting arrest after spectators at the Ste. Anne Arena noticed an ice-resurfacing machine being driven erratically between periods of a hockey game last Saturday. They called police and the driver was taken into custody. READ MORE
Good effort falls short: The Winnipeg Jets totally outplayed the Edmonton Oilers on Monday night but still lost. The Jets fired 45 shots at Edmonton goalie Cam Talbot but managed to slip just one puck by him in a 3-1 defeat. The Jets, below the mediocre NHL mark of .500 at 15-16-2, play the Flames in Calgary tonight. READ MORE

Bland had recently moved to Texas for a new job when she was pulled over by a police officer and arrested. On Dec. 22, 1985: The Winnipeg Free Press reported that a man attempting to rob a gun shop wielding a knife was injured by his own blade in a struggle with the shop clerk. The would-be robber gave up and was arrested by police. Health minister Larry Desjardins vowed to crack down on doctors who allowed confidential medical records to end up littering city streets. The Lucky Dollar store in Elgin — the only grocery store in town — was shut down after a fire.
