Systemic racism?: An inquest currently underway is the first in Manitoba to probe the possibility of systemic racism in the police force. Police fatally shot an indigenous man, Craig McDougall, 26, saying he had a knife; his family said he just had a cell phone. Police chief sworn in: When Danny Smyth took the oath of office on Tuesday as Winnipeg’s 18th police chief, his immediate predecessor, Devon Clunis, was in the crowd.
