Parking ticket flip-flop: The Winnipeg Parking Authority announced Tuesday it will cancel or refund tickets issued downtown on Saturdays, after it ticketed drivers despite stickers on downtown parking meters reading, “2 hours complimentary parking on Saturday.” City councillor Jeff Browaty thinks the ticket refunds should also include an apology. Manitoba optimism: Close to three-quarters of business leaders in the province are optimistic about the Manitoba economy, according to the 15th annual Manitoba Business Leaders Index. Driver warning: Although children are not in school this week, photo-radar officials continue to enforce the 30 km/h speed limit in school zones. One driver, Rick Kisil, saw the flash of the photo radar in the dark about 4:30 p.m. on Monday, and now awaits the mail-out of his $312 fine. “It’s almost like a money grab,” he said. “They know if they’re there on a day like that, they’ll hand out a lot of tickets.” Kiera Kowalski reports.
