A Winnipeg bakery owner is frustrated after he spent more than an hour waiting for police to arrive after one of his shops was robbed.

Colin Finlay, who co-owns two Cinnaholic franchises, says he understands police resources are stretched, but he worries lengthy response times and a lack of consequences are encouraging thieves to target businesses.
