Zero feet James is the baseline winter ice level on the Red River at James Avenue. This is the baseline for measuring river levels in Winnipeg.

In the summer, the St. Andrews Lock and Dam regulates water levels to try to maintain 6.5 feet James.

The walkway elevation at The Forks is 8.5 feet James. It was placed at this elevation on the expectation the walkway would sit above the river most of the summer.

When water levels get to around 15 feet James, we’re informally in minor flood territory. That’s when the city starts to take proactive flood-mitigation measures, such as closing drainage gates to prevent stormwater drains from being inundated with river water.

If James Avenue datum starts flirting with 20 feet, that is considered a major flood level and you’ll start seeing sandbags in vulnerable areas.

A Manitoba man convicted of the unprovoked murder of a stranger and execution-style killing of a witness moments later has been sentenced to life in prison with no chance of parole for 20 years.

Keith Campbell, 24, was found guilty after trial of two counts of second-degree murder in the January 2023 shooting deaths of Jordan Moosetail and Patrick Bighetty in The Pas.

Campbell, whose record included assault and weapon offences and was on a release order at the time of the killings, has shown no remorse for his actions, which he boasted about in electronic messages later seized by police, Court of King’s Bench Justice Candace Grammond said in a written decision released this month.

Campbell “does not present as an ideal candidate for rehabilitation and it is very difficult to know whether he can be rehabilitated, and if so, to what extent, and when,” Grammond said.
