Gang member who shot rival, bystander back in prison after release revoked

Erik Pindera 4 minute read Yesterday at 11:34 PM CDT

A Winnipeg man who shot a rival teenage gangster and an innocent 11-year-old bystander at the crowded Red River Exhibition more than four years ago has been sent back to prison.

Mocree Chuck Scatch-Dubour, now in his early 20s, left prison in April on statutory release on his 5 1/2-year federal sentence for the 2022 shooting. Scatch-Dubour was sentenced to the prison term as an adult in the spring of 2023 after pleading guilty to discharge of a firearm with intent to wound, aggravated assault and possession of a restricted firearm.

By law, most federal inmates automatically receive statutory release after two-thirds of their sentence, if they have not already been paroled.

Parole Board of Canada officials formally revoked Scatch-Dubour’s release this month after he unlawfully left his halfway house in June.

Comparing the Iran and Vietnam Wars

Comparing the Iran and Vietnam Wars

Peter McKenna 5 minute read 2:00 AM CDT

The other day I asked my students in U.S. foreign policy to think about the relevance of the Vietnam War in relation to the ongoing war in Iran. More specifically, I wanted them to identify the similarities and differences between the two wars.

What is immediately striking is how domestic politics played such a seminal role in both conflicts. While American public opinion was generally in favour of U.S. military involvement in Vietnam in the early years, things started to turn very sour after U.S. soldiers started arriving stateside in flag-draped coffins and body bags. As for Iran, just about every single poll and TV newscast since the first few weeks of the war have illustrated an overwhelming public repudiation of President Trump’s military adventurism.

The electoral implications were also quite apparent for the two wars. The U.S.-Iran War is clearly having a positive effect on the Democratic Party’s electability, as it looks set to capture both the House of Representatives and the Senate in the Nov. 3 midterm elections. Democratic President Lyndon Johnson, reading the political tea leaves from the Vietnam fallout, opted not to contest the 1968 U.S. presidential election.

Equally interesting, the U.S. press had a crucial, and mostly negative, impact on both the Vietnam and Iran conflicts. Who could forget Gen. William Westmoreland — the commander of U.S. forces in Vietnam (1964-1968) — maintaining that it was the media’s fault the U.S. lost the war in Vietnam. While I take issue with his thesis, I do believe the news coverage and visuals of the first televised war served to raise serious concerns about why the U.S. was at war in Southeast Asia.

Carney: Trump’s ‘energy ceasefire’ could ‘de-escalate’ war in Ukraine

Kyle Duggan, The Canadian Press 4 minute read Sunday, Oct. 11, 2026

OTTAWA - Mark Carney thanked U.S. President Donald Trump for “his leadership toward securing an energy ceasefire" between Ukraine and Russia, the Prime Minister's Office said on Sunday.

But on the same day, Carney also expressed to Ukraine's leader that Trump's new diesel supply agreement with Russia undermines Canada's efforts to end the war in Europe.

Trump posted on his Truth Social account on Sunday that Ukraine and Russia have agreed to an "energy ceasefire," but did not immediately offer any details.

Carney expressed “strong support for this agreement," according to a readout from the PMO that followed a conversation between the two leaders. And on his own social media account, Carney offered that Trump’s newly announced “energy ceasefire” could help wind down Russia’s war against Ukraine.

Find some middle ground

There’s an old house in Wolseley where magic happens. It’s where a future Rhodes Scholar grew up. It’s where a future First Nations doctor worked part-time as a teenager. And it’s where a master perfumer blends bewitching scents.

It’s called La Parfumerie. Blink and you’ll miss it. There’s no neon sign over the porch, draped with lush green vines. Its customers enter through a front garden decorated with carefully tended flowers.

But after 27 years at the same location, this little home business will soon be forced to shut down. Why? Because the city says it must either stop serving walk-in customers or make significant renovations to bring it into compliance with rules designed for bigger retailers.
