Landlord miffed after city orders cleanup of riverside homeless camp

A West Broadway landlord is angry the City of Winnipeg has ordered him to clear away a homeless encampment from his riverfront property or have the cleanup cost added to his property tax bill.

Marvin Sharp, CEO of Astroid Management Ltd., which manages the Pen-Eve Apartments at 35 Balmoral St., said the city is forcing private property owners to deal with a problem they didn’t create.

“This is kind of like the neighbours throwing their garbage over the fence, every single day, and the city’s saying, ‘You have to go clean this up, but we’re not going to go tell the neighbour to stop doing that,’” Sharp said. “What do you want me to do here? You’ve got a serious problem here. We’re not talking about someone throwing garbage on the ground. We’re talking about encampments.”

Sharp said he received a city compliance order on July 10 order, which was viewed by the Free Press. It says a bylaw officer observed “an accumulation of garbage” on the property, including abandoned goods of manufacture, tents and unattended shopping carts.

‘Heartbreaking loss’: Sandy Bay First Nation offers condolences after apparent dog attack

Leaders with the Sandy Bay Ojibway First Nation are offering their condolences after an animal rescue worker died following an apparent dog attack in the community and say the “stray and aggressive” animals are a longstanding issue.

Amanda Nobiss, 37, was volunteering in the community on the shores of Lake Manitoba with K9 Advocacy. Her remains were discovered on Friday morning.

The Manitoba First Nations Police Service said in a news release that it had been contacted by a friend of Amanda’s who was trying to locate her, around 12:45 a.m.

Using her cellphone location, police determined she appeared to be in Sandy Bay, said the release. Resources were dispatched to the area, including a drone, but due to the large radius of the cellphone “ping,” no one was located until 6 a.m.

Safe-walks program around downtown venues to launch after pleas from WSO performers

The city will provide safe walks and patrols will be increased around downtown arts venues in response to performers and staff feeling unsafe while working in the inner city.

The safety measures are part of the new Performing Arts Wayfinder Program, which will use $100,000 in funding from the mayor’s office for two additional Downtown Community Safety Partnership staff members to focus on safe walks and patrols for performers, audience members and staff.

The program is scheduled to begin in September and run through June 2027.

The initiative comes after members of the Winnipeg Symphony Orchestra reached out to Mayor Scott Gillingham in a letter outlining their concerns about safety for musicians, other staff and their patrons.

Woman pleads guilty to beating teens, injecting them with drugs

Two teens who thought they found temporary harbour in a stranger’s apartment after they missed their late-night bus home were instead terrorized, beaten and injected with methamphetamine against their will, a court has heard.

Patients to return to Ste. Anne hospital Wednesday

Southern Health says patients who were transferred out of the hospital in Ste. Anne after its HVAC system malfunctioned will return to the facility Wednesday.

Transportation has been arranged for patients who need to return to the hospital, the health authority it said in a statement on its website.

The emergency department is scheduled to reopen on Thursday.

“We would like to extend our sincere thanks to everyone who assisted during this time. Your dedication and hard work helped ensure that patient safety remained our top priority throughout this temporary closure,” the health authority said Tuesday.
