Rob Hill’s mettle was put to the test during his first posting as a Mountie 25 years ago.

He was sent to Morris in 1997, a week before the April 5 blizzard that led to Manitoba’s Flood of the Century later that month.

“We weren’t just the local police force,” he said Tuesday about responding to the disaster that displaced thousands of people as the Red River swamped southern Manitoba. “We were true members of the community.”

“We must always be there… no matter how hard it gets, we have a duty to keep Manitobans safe and uphold the law.

Hill was formally installed as commanding officer of the Manitoba RCMP division at a ceremony at the legislature Tuesday.

He was named Manitoba RCMP commander in July after Jane MacLatchy announced her retirement in March.

He stood next to his former boss at the traditional event overseen by national RCMP Commissioner Brenda Lucki.

Premier Heather Stefanson, other provincial politicians, the RCMP officials’ families and veterans attended the one-and-a-half hour ceremony.

During the event on the grand staircase, three RCMP officials and Manitoba Lt.-Gov. Anita Neville were saluted by Mounties in red serge uniforms.

Officers carried the Canadian, Manitoba and provincial RCMP flags as they led in the force’s bagpipe and drum band, followed by a ceremonial troop of Mounties who marched behind.

MacLatchy and Hill signed a ceremonial parchment document, before the outgoing commander handed over the D Division ensign to Hill.

He said officers’ health and wellness and reconciliation with Indigenous communities are two of his priorities.

Attracting recruits and boosting resources are two of the biggest challenges facing the provincial force.

Hill commands 1,000 officers and 500 civilian employees in 80 detachments and the Winnipeg headquarters. Prior to his new role, he was the chief superintendent of criminal operations in Manitoba, which meant he was in charge of day-to-day policing.
