Three Winnipeg police officers have been charged with assault causing bodily harm after a bone in a man’s face was broken during an arrest last year.
Const. Evan Fehr, Const. Barry Knudsen and Const. Tyler Rahn have each been issued a summons for May 15 in provincial court. The officers are on modified administrative duties, Winnipeg Police Service spokeswoman Const. Dani McKinnon said.
The incident happened at about 9:30 p.m. on April 11, 2022, and the Independent Investigation Unit of Manitoba was notified the next day.

“The civilian director is satisfied that there are reasonable grounds to believe a criminal offence occurred and has authorized charges in this matter,” the IIU said in a news release Friday.
Shortly after the arrest, the IIU said the WPS had told them an off-duty police officer saw a man stealing a catalytic converter on Young Street. The officer confronted the man, who fled.
The off-duty officer caught the man in the 400 block of Notre Dame Avenue, and an “altercation ensued,” the IIU said in April 2022.
The off-duty officer held the man until uniformed officers arrived. The man was arrested and taken to Health Sciences Centre, where he was found to have a fractured left orbital bone. The officer suffered lacerations and bruises, the IIU said last year.
The IIU did not state which of the three officers involved was the off-duty officer who caught the suspect, nor what the other two officers are accused of doing.
