A former “teacher” accused of sexual offences involving multiple girls — including students — and secretly recording videos in a pool’s family change room is facing more charges.
Matthew James Mousseau was rearrested Wednesday while in custody at the Headingley Correctional Centre. The five new charges are two counts of sexual interference and single counts of luring a person under 16, supplying liquor to a minor, and making, printing, publishing or possessing child pornography for the purpose of publication.
Friday was the fourth time the Winnipeg Police Service has announced charges against Mousseau since October.
The WPS said on Dec. 19 that police had identified a total of five alleged victims aged 12 to 17 since an investigation into child abuse images and sexual exploitation began in July. Some of them were students in a program in which Mousseau was their mentor.
The December charges included voyeurism, indecent exposure to a person under 16, luring a person under 18, supplying liquor to a minor and making, printing, publishing or possessing child pornography for the purpose of publication.
Mousseau was rearrested Nov. 3 and charged with sexual assault and sexual exploitation.
He was first arrested Oct. 2 and charged with possession of child pornography, accessing child pornography and voyeurism. Police allegedly found child sexual abuse images on a mobile device, leading to the discovery of videos of children and adults in “various stages of undress” in Seven Oaks Pool’s family change room.
Mousseau worked as an educational support worker for Seven Oaks School Division from September 2016 to June 2018, and as a student-parent support worker from August 2018 until October 2020. He was previously listed online as a student-parent support worker for the division’s Wayfinders program.
A provincial government program guide for a November 2023 event said Mousseau “works proudly as the Winnipeg School Division’s Indigenous way of life teacher.” The WSD has said Mousseau worked there from 2021 until he resigned on May 7, 2024.
Winnipeg police called Mousseau a former “teacher” in an October news release. He is not listed as a currently or previously certified teacher on the provincial registry.
Mousseau was freed on a release order after his first arrest in October. He was released again after his November arrest but has remained in custody since he was arrested for the third time in three months on Dec. 17.
