MIAMI (AP) — Trudy strengthened to a Category 2 hurricane as it moved toward Mexico ’s southwestern and west-central Pacific coast on Saturday, the U.S. National Hurricane Center said.

A hurricane warning was in effect from Manzanillo in Colima state to Cabo Corrientes in Jalisco. The latest NHC data showed the Category 2 hurricane with maximum sustained winds of 100 mph (155 kph) and was about 175 miles (280 kilometers) south of Cabo Corrientes in Jalisco state and 100 miles (160 kilometers) south-southwest of Manzanillo, moving northwest at 10 mph (17 kph).

Meanwhile, Typhoon Champi strengthened into a Category 4 Super Typhoon as it moved past Guam.

Trudy’s center was expected to approach the Mexican coast on Saturday and pass near it into Sunday. After the latest warning, Mexico’s government issued a tropical storm warning for Las Islas Marias and discontinued a similar warning for its coast south of Lazaro Cardenas.

The Mexican navy urged mariners and coastal residents to exercise extreme caution because of high waves, heavy rain and the risk of rising rivers, flooding and landslides in vulnerable areas.

Colima authorities said the risks remained low, but warned that heavy rainfall could cause damage because the ground was already saturated by successive storms along the Pacific coast.

Trudy was expected to bring 4-8 inches (10-20 centimeters) of rain through the weekend, with isolated totals of around 15 inches (38 centimeters).

Also in the Pacific, Champi strengthened into a Category 4 Super Typhoon with 150 mph (240 kph) sustained winds as it moved west-northwest at 16 mph (26 kph). At 1 a.m. GMT it was 95 miles (153 kilometers) west-southwest of Guam, according to the U.S. National Weather Service.

The storm was forecast to pass south of Guam early Sunday local time and continue intensifying through the day. Guam and Rota remained under a typhoon warning, while Tinian and Saipan were under a tropical storm warning and typhoon watch.

The governors of Guam and the Northern Mariana Islands both requested emergency disaster declarations on Friday.

On Saturday, U.S. President Donald Trump approved an emergency declaration for Guam authorizing the Federal Emergency Management Agency to coordinate all federal disaster relief efforts. FEMA announced that federal disaster assistance is available for the territory of Guam to supplement local response efforts following Typhoon Champi.

Airports, harbors and some health facilities in the territories were closed. Resources were unlikely to reach the islands for three to five days, according to Saturday updates from the FEMA.

The territories are still recovering from Super Typhoons Sinlaku and Bavi, which struck in April and July, respectively.

Ryan Reynolds wasn’t wearing his Deadpool suit, but that didn’t stop Mayor Scott Gillingham from wanting to talk about films with the Vancouver-born Hollywood movie star.

Reynolds, who appeared at IG Wealth Management's 100th anniversary celebration Wednesday at the RBC Convention Centre, took to social media afterward, sharing a photo of himself with Gillingham and trumpeting the province’s tax incentives.

“An incredible place to shoot,” the Instagram post read.

On Thursday, Gillingham said the actor, best known for portraying an irreverent, erratic anti-hero on the big screen, is a “really nice gentleman.”

Hydro is getting ahead of itself

Tim Sale 5 minute read 2:00 AM CDT

Manitoba Hydro is pressing ahead with its proposed $3-billion gas-turbine project in Brandon as though approval was a foregone conclusion. Six weeks of Public Utilities Board hearings exposed serious doubts about the need for three turbines, their escalating cost and whether more affordable alternatives have been adequately examined. Yet before the PUB has delivered its recommendations and the government has authorized the investment, Hydro applied for an environmental license on Oct. 8.

Starting the environmental review early may save time but proceeding before the premier and his cabinet have made a decision risks reducing regulatory scrutiny and political approval to mere formalities. Has the government already given Hydro the green light?

Few dispute that Manitoba will need more capacity as demand grows. Daymark Energy Advisors, the PUB’s independent consultant, concluded that Hydro had established a need for additional capacity by 2030. However, Daymark questioned the size of the projected shortfall, Hydro’s load forecasts and its turbine cost assumptions. Hydro itself acknowledged that its planning costs were based on 2024 information, and that surging North American demand for gas turbines has since put significant upward pressure on prices. Then there’s the impact of Trump’s trade war. These are not minor details, but updated costs have not been obtained.

The bigger problem is how Hydro has framed the alternatives. Interim CEO Hal Turner recently argued that wind and battery storage alone cannot reliably carry Manitoba through prolonged extreme cold. Fair enough. However, critics are not proposing wind and batteries alone.

Builder beefs up security after string of blazes

A Winnipeg builder said he’s had to beef up security around his developments after one of his projects sustained significant damage Wednesday in suspected arson cases.

“This is so bad for me,” said Rupinder Brar. “This is so sad.”

Firefighters were sent to the construction site at 297 Regal Ave., shortly before 4 a.m. Heavy smoke and flames were coming from the two homes on the site and threatened to jump to nearby buildings.

Winnipeg Police Service Const. Claude Chancy said police are investigating the blaze, as well as two fires in St. Boniface that were five days apart.

Persistent ex much more than just a pest

DEAR MISS LONELYHEARTS: I came home alone in my own car after a first date with a great new guy I met through my work. Unfortunately, I found my ex-boyfriend in the driveway of my new rental house. He’d fallen asleep in his car, waiting there.

I just lost it! I banged on his window, and yelled, “What are you doing here? Get out of here, and go home!”

He finally sat up, rubbed his eyes and two minutes later he backed out, yelling crude names at me out the window. Then he took off like a shot!

I found out today that somebody we both know told him I was out on a date. That’s why he was drunk and jealous! I want to get rid of him for good, but now he’s not taking my calls, so I can’t even tell him that and re-ditch him!

Winnipeg business closure scare leads Hydro to reschedule planned outage

Manitoba Hydro has cancelled a planned River Heights neighbourhood outage after a miscommunication led to area businesses fearing unexpected closure.

Hydro had planned to shut down power along Lanark and Renfrew streets between Corydon Avenue and John Brebeuf Place on Friday.

Overhead electrical maintenance work can only be done with the power off, during the day, for safety reasons, Hydro spokesman Peter Chura said. It chose Friday from 9 a.m. to 3 p.m. because St. John Brebeuf School had an in-service day.

However, the affected area houses a strip of businesses including a Royal Bank of Canada, eateries, shops, services such as physiotherapy and a medical centre.
