Volunteers from Folklorama’s Ghana pavilion scrambled to replace cultural costumes for about 40 young dancers after the outfits were stolen in Winnipeg days before the annual festival begins.

Two plastic storage bins containing the costumes, to be worn by children and teenagers, were taken from the trunk of a parked car on Banning Street, near Notre Dame Avenue in the West End, likely late Wednesday or early Thursday.

“I felt sad that this has happened. I felt completely devastated for the mother who had them in her car,” said pavilion co-ordinator Abigail Larson. “The initial feeling of sadness changed to, ‘OK, how do we make this a positive?’”

The costumes belong to the Ghana Union of Manitoba Dancers, whose members have rehearsed for months for Folklorama, which begins Sunday.

‘Belligerent’ man ticketed after dog left in hot car

Winnipeg police have ticketed a man accused of leaving his dog in his vehicle in a grocery store parking lot, then attacking bystanders who were concerned about the pet's welfare during the intense heat earlier this week.

Winnipeg Police Service patrol officers were called to the Safeway parking lot on the 600 block of Osborne Street at about 1 p.m. on Wednesday over the incident.

Police believe the man parked in the lot and left his German Shepherd in the vehicle to shop. Several bystanders gave the "thirsty, distressed" dog cold water through a crack in the window. The driver confronted them, then went back into the store. The bystanders continued to try to help the dog, as the temperature was about 30 C with a humidex value of 43 C.

The man then returned to his vehicle and was "belligerent" with the bystanders, before hitting one of them with his vehicle, reversing into a parked pickup truck and driving off at a high speed, police said.

Some health-care services to be restored in Dauphin next week; clean up continues

BRANDON — A number of health-care services are expected to be restored in Dauphin next week as officials work around flood damage at the local hospital.

Point-of-care testing, electrocardiograms, X-rays, labs and phlebotomy will be reinstated at a temporary outpatient clinic in a provincial government building in Dauphin, Health Minister Uzoma Asagwara said on Thursday.

“You folks can expect that by the end of next week you are going to have lab services restored in Dauphin,” Asagwara said.

The information was released during a virtual town hall hosted by Prairie Mountain Health.

Now, Prime Minister Mark Carney is signalling he won’t use energy exports to the United States as a bargaining chip in the current talks on the Canada-U.S.-Mexico free trade agreement, saying he didn’t “see the value” of using Canada’s energy exports to the U.S. as a trade bargaining chip.

“Canadians are reliable,” Carney said Wednesday in Red Deer, Alta. “One of the biggest commodities, arguably the best, is trust. People trust us, and so, when you’re a supplier of a key commodity, key service, you’ve got to think really hard about not supplying.”
