Developer to alter Pembina Highway apartment plans

A minor change in plans for a proposed apartment complex on Pembina Highway should speed up the approval process, a developer company spokesman says.

Ironclad Developments Inc., the firm behind a six-storey project at the former site of the 36-room Express by Canad Inns, has withdrawn its subdivision and variance applications to the City of Winnipeg.

However, Doug McKay, Ironclad’s operations manager, said the firm will submit revised plans shortly that will ensure the project moves ahead smoothly.

McKay said the original plan called for the project to be built on two separate parcels at the site (1792 Pembina Highway, at Adamar Road – the east side of Pembina, north of Bishop Grandin Boulevard). But building on two parcels required the filing of a plan of subdivision, which entailed a four- to six-month review and approval process, he said.

McKay said the project will now be concentrated entirely on the front parcel, eliminating the need for a plan of subdivision and reducing the approval process to about four weeks.

“This is a simple redesign,” McKay said, adding the project will still require variances for its parking lot and building distances from property lines. “We can get into the ground sooner.”

Ironclad announced in January it had proposed to start construction in April on a six-storey, 281-unit, luxury apartment complex.

The construction time period is 18 to 20 months to completion.

Pascal Toupin-Selinger, Ironclad’s development manager, said the redesign will result in seven fewer apartment units.

McKay said there might be slight delay in the project timeline, with the variance process now pushing the project start to late April or early May.
