The chief medical examiner’s office has released the name of a man wielding a machete who was shot dead by an RCMP officer after reportedly stabbing another man while hitchhiking in December 2021.
The Mountie shot the man, Marlon Whincup, 31, in the neck on a busy stretch of Highway 16 shortly after a 8:50 a.m. call about a stabbing on Dec. 15, 2021. He was pronounced dead just before 10 a.m.
Whincup, who was from Marius, near Sandy Bay on the west shore of Lake Manitoba, threatened to kill the officer with the machete before he was shot.
The earlier stabbing of the 27-year-old man, who picked up the hitchhiking Whincup, occurred on the highway in the Municipality of WestLake-Gladstone, about 65 kilometres northwest of Portage la Prairie.
The Officer of the Chief Medical Examiner made Whincup’s name public Wednesday in announcing a provincial court inquest into his death, as is required in cases of police shootings.
Provincial court Chief Judge Ryan Rolston has not yet determined the date, time and location of the inquest.
The Independent Investigation Unit, the civilian law enforcement oversight agency that probes all serious incidents involving police in the province, has already completed its investigation into the shooting, deeming it justified by law.
Whincup, the IIU found, was high on methamphetamine and ran at the officer’s vehicle, jumped on the hood and repeatedly threatened to kill the Mountie.
The officer responded by accelerating and braking his vehicle to knock Whincup to the ground.
Whincup again grabbed the machete and advanced on the officer, who then fired three shots, striking Whincup once. He died within minutes, the IIU said.
