Manitoba’s police watchdog recommends no charges against officers after a man suffered facial fractures after an incident with police.
Winnipeg Police Service officers were sent to the intersection of Broadway and Furby Street at about 5:15 a.m. on Sept. 20, 2025, after a report of a disoriented, naked man running in and out of traffic and attempting to enter vehicles.
Officers called paramedics, who medically cleared the man, police previously stated. Officers drove him home, but the man suddenly ran off as they approached his apartment door.
After a short foot chase, officers caught up with him and tried to escort him back to a police vehicle.
A struggle ensued and the man removed an officer’s ammunition magazine from his holder and punched him in the face and chest while holding it, the Independent Investigation of Manitoba said in its report, released Thursday.
The man also grabbed an officer’s flashlight and started hitting and blinding officers with it. Additional police arrived on scene and the man was taken into custody and sent to hospital.
The man suffered facial fractures while an officer suffered minor injuries.
The man later said he had no recollection of the incident and had snorted cocaine before it.
“Based on all the evidence available, I believe the subject officers’ actions were reasonable in the circumstances,” acting civilian director of the IIU Bruce Sychuk wrote.
