A fourth Costco store for Winnipeg appears to be on the horizon.
Plans for a store, including renderings which closely resemble the popular warehouse bulk retailer, were recently submitted to the city’s board of adjustment as part of a variance application.
The plans are for large commercial building that is 14,693 square metres in size with 802 parking stalls, a gas bar, a tire centre and a propane station. The renderings show a building with a Costco-like facade with the name removed from the building.
The address in the variance application is 4075-4077 Portage Ave.
The proposed building, south of Assiniboia Downs and west of Pointe West Autopark, is part of a 70-acre west Winnipeg development called Westport Festival, which is being developed by Shindico.
John Pearson of Shindico said he could only comment on the development project, which is “fully zoned & subdivided, ready for construction.”
He said the development plans for Westport Festival include large format retailers, a theatre, a hotel, numerous mid-size and small retailers and restaurants.
“We intend to start construction (on the development’s first occupants in) Spring 2019,” he said in an emailed response. “Our new 70-acre Westport Festival development is located at the western limits of Winnipeg. We are close to announcing several tenancies, which will make it a regional destination for West Winnipeg. Westport Festival is located near the prominent interchange of Portage Avenue (Trans-Canada Highway #1) and the Perimeter Highway West. Westport Festival offers a combination of West Winnipeg population, strong TransCanada Hwy traffic and a substantial rural trade area as far west as Brandon, Manitoba.
“All three access points onto Portage Avenue (TransCanada Highway) have already been constructed, including two existing signalized intersections and right-in/right-out access.”
Pearson said traffic in the area includes 35,800 vehicles per day on Portage Avenue/Trans-Canada Highway No. 1.
The application, on the agenda for Wednesday’s board of adjustment meeting, is for a minor zoning variance to allow a corner of the building to be closer to Festival Road, due to the road’s curved design, than is allowed in the area’s development standard.
The variance proposal notes that the Urban Planning Divisions is recommending approval of the variance request because “the proposed 3.28 (feet which is one metre) front yard at the south western edge of the proposed building will not cause any negative impact to vehicle and pedestrian uses of Festival Drive or any other adjacent future development.”
No one from Costco Wholesale Canada confirm or deny the involvement of Costco in the project.
Spokesman Ron Damiani stated in an emailed response that Costco “does not provide commentary on real estate issues.”
“We cannot comment on locations that will be opening more than three months from today,” read a statement on Costco’s media request page.
The three Costco stores in Winnipeg are located on Regent Avenue, McGillivray Boulevard and St. James Street. They are all of similar size to the proposed building in the variance application.
