"This budget should surprise no one. Put forward less than two years after the last election, it reflects Premier Gary Doer's usually pragmatic approach to responding to social and economic challenges with provincial revenues flattening. Finance Minister Greg Selinger is one of the very few provincial finance ministers in Canada to put forward a balanced budget without cutting social services. Our situation in 2009 is due to moderate federal transfers and reverting to the fiscal stabilization fund. What will the feds do next year? How will the economy be? Let's hope we don't hope to go to the well too often in the coming few years."
