Hey there, time traveller!

A local doctor who had sex with patients and cavorted nude with female staff at an office Christmas party is being allowed to see female patients again.
Dr. Marvin Slutchuk, who regained his licence in 2007 after losing it in 2003, will now be allowed to see female patients but only under supervision and with a chaperone and only at the Lakewood Medical Centre.
The College of Physicians and Surgeons of Manitoba loosened the restrictions imposed on Slutchuk in 2007 when he was allowed to treat male patients.
Slutchuk recently returned to the college to seek a variance of the 2007 order and the college’s executive committee accepted the recommendations of an investigation committee report that said Slutchuk has undertaken meaningful rehabilitation.
The investigation committee report was not unanimous but the executive committee stated it was satisfied female patients were safe being treated by Slutchuk under certain conditions.
“The Executive Committee has concluded that Dr. Slutchuk has reached the point of being able to safely provide care to female patients, subject to certain conditions,” stated a release from the college.
The college said the conditions are necessary to “protect the public and to minimize the risk of relapse.”
The complete ruling on Slutchuk can be viewed at http://www.cpsm.mb.ca/Slutchuk_Reason2010.pdf
The college announced in September 2003 that Slutchuk was found guilty of “serious and inexcusable deviations from the obligation of physicians to maintain appropriate boundaries” and declared him unfit to practise medicine.
Slutchuk had been working at the Health Action Centre on Elgin Avenue when the misconduct occurred. His behaviour came to the attention of the Winnipeg Regional Health Authority, which operated the Elgin Avenue facility.
After conducting its own investigation, the WRHA notified the college of its findings.
Slutchuk retired in March 2002 but the college conducted its own inquiry in June of 2003.
Slutchuk pleaded guilty to the charges and in addition to losing his licence to practise medicine, he agreed to pay the college $27,120.71 as his share of the costs for the inquiry.
Slutchuk was allowed to practise medicine in 2007 but he could only treat male patients and other conditions were also imposed on him.
The College ordered the Lakewood Medical Centre to post signs in its waiting rooms and examining rooms notifying patients that Slutchuk is required to have a chaperone present for all breast or pelvic examinations.
In allowing Slutchuk to treat female patients, the college ordered that some of the existing conditions remain in effect and imposed several new conditions on him.
According to the order, Slutchuk must:
— continue to receive psychotherapy from his psychiatrist, who must submit reports to the college;
— not consume any medication other than aspirin, anti-inflammatory agents and antacids unless prescribed to him by his physician or psychiatrist;
— not consume alcohol;
— practise only under the supervision and monitoring of his practice supervisor, who must provide regular reports to the college;
— notify each of his patients that he is practising under supervision;
— not provide any on-call services or psychiatric care, and obtain consultation when providing care to a patient who has an active psychiatric illness;
— not provide care to any member of his family or staff or co-workers at the Lakewood Medical Centre except in an emergency.
