RCMP have charged the chief of Sioux Valley Dakota Nation in a sexual assault alleged to have occurred 41 years ago in western Manitoba.

Vincent Tacan, 65, was arrested last Wednesday and charged with sexual assault.

In a statement issued Monday, RCMP said the victim, who was under the age of 16 in 1984, reported the assault to the Virden detachment last May.

Neither the woman’s name nor the specific community where the assault took place are being released, RCMP said, adding the investigation is continuing.

Tacan does not have any prior convictions or other outstanding charges, court records show.

On Friday, Tacan posted a message on Facebook confirming he was “served papers by the RCMP” and “will be fighting this matter in the courts.” The post has since been deleted.

“I have a lifetime of protecting my community, advocating for our members, and the years trying to advance Sioux Valley as chief. I will continue to do that if elected,” the post read. “As a leader I knew what I was walking into and that Rez politics is dirty.”

Messages to Tacan and the Sioux Valley Dakota Nation band office went unanswered Monday.

The First Nation, located about 50 kilometres west of Brandon, is holding an election for chief and council Thursday. Tacan is running for re-election against former chief Jennifer Bone, whom he defeated in the 2023 vote. He previously served as chief between 2010 and 2018, and from 2004 to 2006, the First Nation’s website states.

Tacan’s biography says before joining council he worked in law enforcement and took training for suicide intervention, mediation and domestic violence group facilitation.

In May, a group that called itself the Concerned Members of Sioux Valley pushed for Tacan’s resignation and protested outside the First Nation’s administrative building. The group claimed he was violating Sioux Valley’s constitution by skipping community meetings.

At the time, Tacan said he would not be stepping down as chief.
