Coun. Russ Wyatt wants an end to the closed-door meetings of the mayor’s executive policy committee, claiming such meetings are probably illegal.
Wyatt (Transcona) said he wants the meetings stopped until city hall obtains two outside legal opinions on whether the practice of the closed-door meetings, known as informal EPC, conforms with the Winnipeg Charter Act.
Wyatt brought his proposal to council, which then was referred automatically to EPC for consideration.

Wyatt said the Charter Act states that closed-door meetings can occur only for specific reasons — typically personnel and legal issues or property deals — but Wyatt said Mayor Brian Bowman appears to be having closed-door meetings of EPC on a weekly basis.
Wyatt is concerned that Bowman has gone one step further than former mayors Sam Katz and Glen Murray, by including two non-EPC members at most of the closed-door EPC meetings.
Couns. Jenny Gerbasi and Matt Allard have been invited to closed-door meetings regularly for the past year.
EPC formally consists of seven council members, including the mayor, but adding two non-EPC councillors gives the mayor nine votes on council issues. Wyatt said the Charter restricts the number of EPC members to less than 50 per cent of the 16-member council.
Wyatt said he’s particularly troubled by Gerbasi’s attendance, explaining that as the deputy speaker, she’s prohibited from being a member of EPC.
