A new proposal reveals how City of Winnipeg councillors’ ward expenses could be audited less often in the future.

If approved by council, five councillors would be randomly selected for audits of their previous year’s expenses, replacing the current policy that sees every councillor’s expenses audited every year.

Under the new system, the city would ensure the ward allowance spending of all 15 councillors is audited at least once per term of office, according to a new report.

If council gives final approval to the change, those external audits would be released in a public report each July. The new process would begin with the 2022-26 council term.

Those who support the change say it will still ensure transparency, since any council member could be audited any year and councillors’ expenses will still be posted online.

Opponents to the change, which have included Mayor Brian Bowman, argue it will remove some financial scrutiny over how elected officials spend taxpayer dollars.

The audits would be conducted by an external auditor, following a peer review that found having the city auditor continue to conduct them threatened that office’s independence.
