Police respond to armed and barricaded incident, arson in Spence apartment
4:09 PM
Two dozen people, including children, were evacuated from a Spence neighbourhood apartment block Friday after a suspect set fire to a suite while police responded to an armed and barricaded incident.
Officers responded to the building, located on the 600 block of Sherbrook Street at 10:15 p.m. after receiving a report that a man threatened a security guard with a knife, Winnipeg Police Service said in a news release Monday.
Police learned a woman had approached the security guard and told him one of her relatives assaulted her. She asked the guard to help her retrieve some of her property from a suite in the building.
“When the security member attended the suite, he was confronted by the accused, who was armed with a knife. He held the knife to the security person’s throat, and threatened to kill him,” the release said.
The security guard fled and phoned police, who dispatched a tactical team, drones and a K9 unit to the scene. The suspect set a fire inside the suite and filled the building with smoke, prompting the evacuation, police said.
Officers entered the burning suite and the suspect dropped his knife. The man was combative during the arrest and a use-of-force encounter occurred, police said.
Timothy Bret McKay, 24, is charged with arson with disregard for human life, assault with a weapon, assault and resisting arrest. He was detained in custody.
RCMP searching for woman last seen in Winnipeg
2:04 PM
Police are asking for help locating a 36-year-old woman missing for approximately 10 days.
Last seen on July 18, Dixie Richard was reported missing Saturday evening to Cross Lake RCMP, said a news release from Mounties Monday, with both police and her family concerned for her well-being.
She was in Winnipeg for an appointment, but it’s unclear if she made it and nobody has seen her since, said RCMP. It’s believed she’s still in the city.
Richard is described as five-foot-one with a thin build and black hair. RCMP said she was last seen wearing a black tank top and leggings, black Nike shoes and had a black cross-body bag. She may also be wearing a black baseball hat.
Anyone with information about her whereabouts is asked to call Cross Lake RCMP at 1-204-676-2600.

Interlake traffic stop leads to drug bust
1:41 PM
A man and a woman are facing numerous charges after a traffic stop led to police seizing a large quantity of methamphetamine and fentanyl.
Last Wednesday around 7:30 a.m., RCMP pulled over a car on Highway 6 south of Grosse Isle, in the RM of Rosser. Following a conversation with the driver and passenger, officers believed the pair, who had been travelling overnight from Thompson to Winnipeg, were in possession of proceeds of crime and arrested them. Officers found and seized more than $10,000 cash from the man and woman.
RCMP later learned the male suspect had given officers a fake name and that he was wanted on a warrant for drug trafficking. Police obtained a search warrant for the man’s home in Winnipeg, where officers seized approximately one kilogram of methamphetamine, 700 suspected fentanyl pills, score sheets and other items.
Malcolm Lado, 23, is charged with drug possession for the purpose of trafficking, possession of property obtained by crime over $5,000, resisting or obstructing a peace officer and failing to comply with a release order.
A 24-year-old woman from Winnipeg faces a charge of possession of property obtained by crime over $5,000. She was released on a notice to appear in court in November.
Communities added to flood program, including Dauphin
11:59 AM
The list of Manitoba communities eligible for the one-time flood recovery program has been expanded.
The province said Monday additional support will be given to residents of communities damaged by extensive flooding from storms in June.
“Large areas experienced multiple heavy rainfall events throughout June, resulting in significant flooding, causing extensive damage to homes, farms, businesses and public buildings,” said Infrastructure Minister Lisa Naylor in a release. “This expansion ensures that communities are provided with the essential support they need to recover and build mitigation strategies for the future.”
The government launched three disaster financial assistance programs, one for each major flood event, as well as the one-time program to help homeowners and tenants in hard-hit areas who may not have qualified for disaster assistance if flood insurance was available for their property.
Following a review, the following municipalities are eligible for the one-time program: City of Dauphin, Rural Municipality of Dauphin, Mossey River Municipality, Municipality of Ethelbert, Grandview Municipality, Municipality of Gilbert Plains, RM of Lakeshore, Municipality of Ste. Rose, Rossburn Municipality, Municipality of Russell-Binscarth, RM of Riding Mountain West, Prairie View Municipality, Municipality of Boissevain-Morton.
