Police searching for sex offender

Police are searching for a sex offender who allegedly breached conditions imposed on him when he was released from prison last month.

RCMP said Clay Byron Starr (a.k.a. Chad Crate, Byron Richard, Clay Richard, Clayton Starr and Richard Starr) is evading officers. He was released from Millhaven Institution, a federal prison in Bath, Ont., on June 20.

Starr, who was expected to live in Sandy Bay First Nation, is believed to frequent the Winnipeg and Brandon areas.

“He is considered violent and should not be confronted. Starr is also considered to be a high risk to reoffend in a sexual manner, and females are at risk of sexual violence,” police said in a news release Wednesday.

Starr is described as 6 feet in height, 262 pounds, with black hair and brown eyes. He has lettering tattoos on his neck and sleeve tattoos on each arm. He has scars on the bridge of his nose and on his chin.

RCMP are asking anyone with information on Starr’s whereabouts to contact the Manitoba High Risk Sex Offender Unit at 204-679-2257, or Crime Stoppers anonymously at 1-800-222-8477 (TIPS) or manitobacrimestoppers.com.

A previous news release said Starr was sentenced to 13 years in prison in October 2013 after he stole a stranger’s running vehicle with a female stranger inside on June 11, 2011. He “violently sexually assaulted” the girl and fled from police in a high-speed chase, the release said.
