The Herald posed four questions to all candidates for election in Elmwood-Transcona. Here are the responses from Liberal candidate Andrea Richardson-Lipon.

Q: How would you help spur economic development in Elmwood-Transcona?
A:
The Liberal plan is to double federal infrastructure spending. In addition to more funding for roads and bridges, we will also invest in social, green and transit infrastructure. Social infrastructure includes building affordable housing, water treatment, childcare spaces, and cultural centres. We would create a major new fund to assist small business, especially small business innovation, and we would create a $1.3-billion fund for youth employment.

Q: How do you feel you and your party can support the lives of the riding residents, particularly those with lower than average annual incomes?
A:
For low-income seniors, we have committed to increasing the guaranteed income supplement by 10 per cent and indexing it to increases in the cost of living. We would create more affordable housing for people of all ages. For families, we would replace the Universal Child Care Benefit with a much improved Canada Child Benefit. It is more generous, progressive, and tax-free. Not only does it help nine out of 10 families, it would provide the most help to the families that need the most. The maximum allowance is $533 a month for children age six and under, and $450 for children from seven to 17, and it would lift 315,000 Canadian children out of poverty in the first year.

Q: What project would you like to pursue within the riding if you had the chance to bring it to the federal level?
A:
Chalmers Neighbourhood Renewal Corporation is a new organization within the Chalmers Neighbourhood located in the Winnipeg community of Elmwood. CNRC works with current and former residents, businesses, service providers and supporters to plan and work on initiatives that benefit the Chalmers neighbourhood and the broader community of Elmwood.
The organization will work towards meeting the plan set out by the community through partnering and collaborating with other local organizations, supporting existing programs and by implementing some new initiatives where the need exists

Q: What issue, that is not one of the issues above, do you feel is of the most concern to Elmwood-Transcona residents and how will you address it?
A:
Better health care and home care. The Liberals recently announced that they would increase funding specifically for home care and seniors.
