VICTORIA – One of the top RCMP officers in British Columbia has been charged with multiple counts of assault while off-duty, leading to the appointment of a special prosecutor.
The BC Prosecution Service says Assistant Commissioner David Teboul, who is the RCMP’s Pacific Region commander, is accused of assault and assault by choking against one person, and a single count of assault against a second person.
A news release issued Friday by the prosecution service says Teboul was charged in provincial court on Thursday, as a result of alleged offences in Abbotsford on July 2.
It says his first appearance in court is scheduled for Oct. 9 in Abbotsford.
The service says special prosecutors are appointed to “avoid any potential for real or perceived improper influence” on the justice process.
It says Vancouver lawyer Andi MacKay was appointed to the role on Aug. 20.
The service says the court has ordered a publication ban on the victims’ identities and as the matter is before the courts, it will not be releasing any other information at this time.
The Abbotsford Police Department issued its own statement Friday, confirming the Mountie had been charged in relation to an assault of two people on July 2 at “a public facility on the 2400 block of McMillan Road.”
That block includes McMillan Park, which has several sports fields, and is adjacent to William A. Fraser Middle School.
The RCMP’s website says Teboul has been a Mountie since 1997 and has served in detachments along the west coast of Canada.
It says his career has included more than a decade of homicide investigative work and several years in charge of the RCMP’s Anti-Corruption Unit, before he joined British Columbia’s National Security Counter-Terrorism Program, where he served for eight years and was in charge for nearly three years.
In March 2024, Teboul was appointed assistant commissioner in the position of federal policing regional commander for the Pacific region, which includes B.C. and Yukon.
It says he leads all federal programs in that role, including national security, drugs and organized crime, border integrity, financial integrity and protective services.
The website says he has also “been granted several RCMP service awards and commendations.”
Teboul received the King Charles III Coronation Medal in June, about two weeks before the alleged offences. He was nominated by Kerry-Lynne Findlay, the former MP for South Surrey — White Rock.
