EL SEGUNDO, Calif. (AP) — Justin Herbert has his first ring, and it’s not on the football field.

The Los Angeles Chargers quarterback and Grammy-nominated singer-songwriter Madison Beer jointly announced their engagement in an Instagram post Tuesday. It was accompanied by a photo of Herbert on bended knee holding a ring box in front of a smiling Beer, who was crouched with her right hand on his left knee. The caption read, “Meet my fiancé.”

The congratulatory responses included ones from the NFL and the Chargers, as well as singer Gracie Abrams.

The couple was first spotted together last August. Beer attended some Chargers games last season, and she and Herbert kissed on the sidelines at one game. They’ve also turned up at Los Angeles Dodgers and Lakers games.

Herbert appeared in Beer’s “lovergirl” video this spring.

Chargers coach Jim Harbaugh has been supportive of his quarterback’s relationship. When Herbert missed part of voluntary offseason workouts to travel with Beer on her tour, Harbaugh said, “Do you need a ride to the airport?”

The 28-year-old quarterback opens training camp on Wednesday in the start of his seventh season with the Chargers. The team has yet to win a playoff game during his tenure.

Beer, 27, first gained widespread notice when Justin Bieber shared a video link of her singing “At Last” to his social media followers in 2012. The following year she released her debut single and video, which featured an appearance by Bieber. She was nominated for Grammys in 2024 and 2025, when she left the show after walking the red carpet, later explaining that she has “really bad social anxiety.”

MPI restricts loan program to winter tires only

Nicole Buffie 5 minute read 6:54 PM CDT

Manitoba Public Insurance is getting strict about its winter tire program after years in which customers used it to buy other types of tires.

As of Oct. 1, only tires that are “designed and marketed solely for winter driving conditions, including snow and ice,” will be eligible for financing through the public insurer.

Currently, all-weather, all-season, four-season and year-round tires are included in the program, which allows MPI clients to pay the cost in monthly installments. The program, established in 2014, offers financing for up to $2,000, plus interest.

In an email to retailers, MPI says the program is being changed so it “helps ensure customers receive the full winter-driving safety benefits associated with dedicated winter tires.”

Manitoba association pitches CentrePort for national food terminal

Gabrielle Piché 4 minute read 6:00 AM CDT

A Manitoba association is vying for federal dollars to build a major food terminal as Ottawa unrolls its national food security strategy.

Michael Mikulak, head of industry advocate group Food & Beverage Manitoba, said he’s in talks with several federal departments.

He’s envisioning a 120,000-square-foot site at CentrePort Canada, the trimodal inland port spanning parts of Winnipeg and the Rural Municipality of Rosser.

About 15,000 sq. ft. would become a production-focused commercial kitchen for Manitoba companies to rent as they grow. A warehouse to store and distribute food — from Manitoba and elsewhere — would consume most of the building, Mikulak said.

‘Where are they going to go?’: encampment policy blamed for homeless people sleeping outside thrift store

The owner of a Portage Avenue thrift shop says the city’s encampment ban has pushed dozens of homeless people from tent communities to spaces near her store.

Susan Lockhart, who runs Just Like New to You at 635 Portage Ave., says anywhere from 25 to 50 people can be found at any given time behind the store and along the back lane stretching between Sherbrook and Furby streets.

“Where are they going to go?” she said Wednesday from her shop. “I was just here on the weekend and I couldn’t get to our back door. There were people everywhere. Mattresses.”

Earlier this week, the city reported 275 people were known to be living in 72 encampments across Winnipeg — down from 100 encampments housing about 700 people last September. The report also noted that 141 sites have been remediated since the city’s encampment policy came into effect in November.

Man who killed truck passenger handed new 12-year sentence

Erik Pindera 4 minute read Yesterday at 2:00 AM CDT

Manitoba’s highest court has given a man who shot at a passing truck and killed a 20-year-old woman a 12-year prison sentence for manslaughter.

William Ryerson Thomas Comber, now in his mid 20s, was found guilty of second-degree murder by a jury in December 2022 for the killing of Hailey Dugay on Nov. 17, 2018. Comber was later sentenced to life in prison with no chance of parole for 12 years.

Dugay died after the truck she was travelling in was struck by gunfire late at night on a gravel road near Fraserwood, 90 kilometres north of Winnipeg.

The Court of Appeal struck down Comber’s murder conviction earlier this year and ruled he was instead guilty of the lesser offence of manslaughter.

Minister tight-lipped about prosecutors’ grievance, but chatty about who’s to blame

Carol Sanders 4 minute read 6:32 PM CDT

The justice minister said Thursday he can’t discuss an arbitration case in which Crown attorneys blasted the government for trying to keep a report on excessive workload out of an upcoming grievance hearing.

Matt Wiebe wouldn’t say whether Manitoba’s justice system needs more Crown prosecutors, but agreed to discuss who he said is to blame for the Crown attorneys’ grievance.

The NDP minister noted the complaint was made by the Manitoba Association of Crown Attorneys in 2023 when the Progressive Conservatives were in power.

The PCs “had not even acknowledged or begun the process of sitting down with the Crown attorneys to begin to deal with that grievance,” Wiebe said Thursday.
