WINNIPEG – City council has approved a plan to allow residents of northwest Winnipeg to pay annual fees for larger or additional garbage carts.

Council voted unanimously to allow northwest residents to pay:

$33 a year to swap a 240-litre cart for a 360-litre cart,
$93 a year to obtain a second 240-litre cart, or
$113 a year to have two of the larger carts.

There was no debate, as council was exhausted by the Youth For Christ youth centre issue.

Council also voted unanimously to spend an additional $232,000 to collect yard waste from northwest Winnipeg homes for four-week periods during the spring and fall.

Councillors also agreed to amend the northwest Winnipeg garbage-collection contract with BFI Canada to allow rolling carts to be emptied on both sides of back lanes.

Council voted 11-3 to allow the city to spend up to $500,000 a year to amend what’s now a $1.9 million annual contract. Harry Lazarenko (Mynarski), Lillian Thomas (Elmwood) and John Orlikow (River Heights) voted against the contract amendment.

The changes have upset most members of council. A majority now agrees the city needs a comprehensive waste-minimization plan.

Public works chairman Bill Clement (Charleswood) suggested he is disappointed with the city’s water and waste department.

"There’s no question this processs wasn’t a grreat one. It wasn’t politically driven, but I’m not going to look for someone’s head on this one," Clement said.
