Construction of a new interchange on Winnipeg’s South Perimeter Highway is running on schedule and within its $135-million budget, says Manitoba’s Department of Transportation and Infrastructure.

“We want to make sure that we invest in our highways, especially the Perimeter Highway,” said Transportation Minister Doyle Piwniuk. “This is why we’re here today, so the public knows this is how important it is.”

On Monday, Piwniuk toured the construction site near the intersection of St. Mary’s Road and the Perimeter to get an update on how construction is progressing.

He described the project as crucial to supporting Manitoba’s international trade economy and improving safety on the highway, which has seen numerous deadly collisions in recent years.

The project builds on previous safety improvements to the South Perimeter, which involved upgrading service roads and reducing “high-risk” access points along the highway, such as median openings and intersections controlled by stop signs, Piwniuk said.

The province identified 24 of these access points in a South Perimeter safety plan it produced in 2018.

The improvements are part of the Winnipeg One Million Perimeter Freeway Initiative, a 30-year plan to upgrade and expand the Perimeter into a six-lane freeway as Winnipeg reaches a population of one million, said Sarah Thiele, deputy minister of transportation.

To comply with freeway standards, all roads and railways that intersect the Perimeter must be separated by interchanges and overpasses.

“It’s part of the broader vision of the Perimeter,” Thiele said. “It’s going to significantly improve traffic flow in this area. This was one of the busiest intersections, which is why we chose to start with this.”

In January, the province awarded the interchange design contract to Aecon Infrastructure Management. Construction began on the site in the spring.

The interchange should open to traffic in June 2024, Thiele added.

Transportation and Infrastructure has already announced another interchange project at the intersection of McGillivray Boulevard and the Perimeter. It is also conducting a design study of the North Perimeter which will allow it to prepare similar projects in coming years
