The riding stretches from the south banks of the Assiniboine River down through Tuxedo and Linden Woods, east through River Heights and Fort Garry, and north through Fort Rouge to Osborne Village.

The riding stretches from the south banks of the Assiniboine River down through Tuxedo and Linden Woods, east through River Heights and Fort Garry, and north through Fort Rouge to Osborne Village.

Four candidates are running for MP in Winnipeg South Centre. Based on community issues and concerns, The Sou’wester posed the same questions to each candidate to find out how they will work for the community.

Here are Liberal candidate Jim Carr’s answers:

Q: Residents who have had door-to-door Canada Post delivery for decades will lose that service in favour of community mailboxes. How do you feel residents in the riding will be affected by the end of door-to-door delivery?

A: This is an issue that I hear at the doors — residents are concerned about the proposed Canada Post cuts. Approximately 17 per cent of our riding is 65 and older, which makes door-to-door mail delivery an important community issue. We will stop the Conservatives’ plan to end door-to-door mail delivery in Canada. We will also begin a new review of Canada Post to ensure that the Crown Corporation is fulfilling its public mandate to provide high quality service at a reasonable cost to Canadians.

Q: Describe how you and your party will best represent Winnipeg South Centre residents in regards to Kapyong Barracks consultations.

A: The Kapyong barracks have been vacant since 2004, costing the federal government millions of dollars in maintenance and security. It is clear that the government must negotiate with First Nations before any of that land can be developed, and it is also clear that the current government has no such intentions. There cannot be development unless the community is satisfied that any new plan respects the history and character of the neighbourhood. We have an obligation to have a meaningful consultation with native bands. We should have done it years ago. The endless dispute denies the enormous potential of enhancing a special part of Winnipeg that should be in everyone’s interests.

Q: What will you and your party do to increase or improve access to childcare specifically in Winnipeg South Centre?

A: We will support parents so they can provide their children with the best possible start and allow them to prepare for school and for life. Childcare, particularly for children under the age of two, has become a costly burden for many families. Liberals understand that a multi-faceted approach is needed to support Canadian families. Our plan will put more money in the pockets of those who need it, provide better access to high-quality, affordable, childcare spaces, and offer more flexibility for working parents. We will consult with the provinces and give this important issue the federal leadership it urgently needs.

Q: Recent crime has made many residents fearful for their property and safety in their community. Taking into consideration federal jurisdiction over sentence length and the Youth Criminal Justice Act, how will you and your party address low level and petty crime in Winnipeg South Centre neighbourhoods?

A: We have witnessed in this community too much petty crime and the destruction of cars and property, especially in the River Heights area. The City of Winnipeg Police has responded and so has the community. As Member of Parliament for Winnipeg South Centre I will work with law enforcement and community groups to tackle this outbreak, and others like it, in order to hold those responsible, accountable. The federal government has a role to play as well, and I will ensure that the interests of our community are delivered with a strong voice as we look at mandatory minimum sentences and other criminal code reforms in order to make a difference.
